SEPIVA is in charge of the monitoring, coordination and inspection of the operating company of metrological investigations in the Valencian Community. In this sense, SEPIVA is responsible for performing the following functions:

  • Maintenance of the updated file of the checks carried out in each of the Valencia province.
  • Inspection and monitoring of service performance and any works developed by the operating company in all its aspects.
  • Advice and centralization of control of the concessionaire
  • Advice and information to the regional ministry of Economy, Industry and Commerce.

1. What is a metrological verification?

The set of administrative, visual and technical reviews aim to check and confirm that a measuring device keeps the metrological characteristics that are applicable since its last service checking , especially with regard to the maximum permissible errors, as well as it works according to design and conforms to their specific regulations and, where appropriate, design or model approved.

2. Who is required to apply for metrological verification?

Those who use or possess, as title deed, lease or other similar financial formulas, a measuring device in service are required to apply for metrological verification when it is established by ministerial decree enacted specific for each type of instrument.


In the case of measuring devices having an itinerant use, the application will be submitted to the competent Public Administration where the tax address of the subject obliged is.

3. When must the periodic metrological verification be requested?

 

The owners or keepers of measuring devices subject to metrological verification phase should request periodic verification by the end of the period of validity of a previous regular verification.


The validity period of the periodic verification is different for each type of measuring device, indicated in the ministerial order that specifically regulates the metrological verification phase.

4. Who makes the periodic verification?

The metrological control of the State in its phase of devices in service is made by the concessionaire company of the Government, Ingeniería de Gestión Industrial, S. L. (INGEIN).

5. What is verification after repairing or modification?

The set of administrative, visual and technical reviews that can be performed in a laboratory or place of use, which seek to check and confirm that a measuring device in service keeps, after repair or modification that requires breaking seals, the metrological characteristics that are applicable, especially with regarding the maximum permissible errors, as well as that it works according to design and conforms to their specific regulations and, where appropriate, design or model approved.

6. Who can repair or modify a device subject to metrological control?

The repair or modification of the devices subject to metrological control by the State can only be made by a person or entity registered in the Centro Español de Metrología (CEM) the Spanish Centre of Metrology, according to the requirements established by law.


All actions performed by an authorized repairer must be documented in a working part with carbonless diptych format, the first sheet to be kept by the restorative entity and the second held by the owner or possessor of the device. In the form there will be the cause of the repair, the date of the action, the identification number of the authorized repairer, identification of the person who made the repair or alteration, signature and seal of the restorative entity.

7. When should you request for verification after repair or modification?

 

The owner or possessor of a measuring device that has undergone any repairs or modifications that required breaking of seals, should request verification prior to its commissioning.

8. What happens if the metrological verification is not passed?


When the device does not pass the testing, in all its forms, should be taken out of service until repairing the deficiency that has caused the failure.

 

This fact should be noted by a label of disqualification for use, specifying the type of instrument concerned and the qualifying OUT OF ORDER in capital letters in black on a red background. The label also includes verifying entity, its identification number and the date on which control was conducted which led to the disqualification for service.

 

In case that the deficiency is not repaired, the appropriate measures will be taken to ensure that the measuring device is withdrawn from service permanently.
